In the third quarter of 2025, the Cyprus Securities and Exchange Commission (CySEC) issued a series of impactful circulars that reflect the European Union’s broader drive toward transparency, accountability, and sustainable finance.  

With this blog post, Christina Andreou, an instructor at the institute, explains the key points and action needed for the CySEC’s 11 circulars issued between July and September 2025. These include key updates on Anti-Money Laundering and Counter-Terrorist Financing (AML/CFT), Prudential Supervision, MiCAR  and General Reporting Obligations. Anti-Money Laundering and Counter-Terrorist Financing (AML/CFT) 
 
  • C721: Information regarding the application of section 62(2) of the Prevention and Suppression of Money Laundering Activities Law 188(I)/2007 (the ‘Law’) regarding the obligation to verify the identity of the customer and the beneficial owner.    
  • C723: The European Banking Authority has published its fifth Opinion on money laundering and terrorist financing risks affecting the EU’s financial sector.  
  • C724: The introduction of three new pieces of legislation regarding the issue of Restrictive Measures/Sanctions in the Republic of Cyprus and the urge of Regulated Entities to align their existing measures of detecting such breaches.  
  • C726: The Financial Services Volunteer Corps (FSVC), with support from US Department of State, has hosted a virtual practical training on sanctions risk mitigation. 
  • C727: The Council of Europe Economic Crime and Cooperation Division (ECCD) organised a training event specifically designed for business operators on Prevent Misuse of Designated Non-Financial Services Businesses and Professionals (DNFBPs) to Facilitate Sanctions Evasion.  
  • C728: The EU's Council's Restrictive Measures proceeds with the amendment of Article 5h of Council Registration against Russia due to its military aggression against Ukraine.


Markets in Crypto Assets Regulation (MiCA)
  • C722: EBA's opinion in relation to CASPs transacting electronic money tokens ("EMTs"), in view of the dual nature of EMTs as crypto-assets under teh MiCA Regulation and electronic money as per article 48(2) of MiCA Regulation.

Prudential Supervision 
  • C725: Class 2 CIFs should proceed to resubmit their prudential reporting through CySEC XBRL portal.
